Bernice motions to move forward with the foreclosure for the home with over $1400 in past due fees.  Stuart seconds.  Passes unanimously. (5-0)

Jeanine motions that we send a letter to homeowner that has not completed yard with a warning that if yard is not completed by May 1st that their fine will be retroactive.  Seconded by Bernice.  Passes unanimously. (5-0)

Review of reserves.  HOA dues going to $70 starting in January.  Jason to prepare budget based on new fees.

Discussion items
a. December Newsletter.  Discussed ideas for newsletter and a few ideas for March newsletter.
b. New gate code for January 4th - to be emailed out to neighborhood 2 weeks before.
c. Landscaping - discussed with finance report.

Minutes for September 9, 2014 Meeting

                a. Financial Report- savings looking good, we will meet our savings goal for this year.  We saved money on snow removal and lawn care.  Board voted via email earlier in the month to renew contract for snow & lawn care for this next year.
                b. Two homes to attorney for account balance >$500

3. Discussion Items
                a. Follow up on weeds/landscaping: outstanding fines $885.83.  One household has asked for another extension.  Board is granting a 10 day extension.  Some yards no longer visible because fences were installed.  Board members to follow up with homeowners to see if work has been completed. 
                b. Gate Repairs: South gate- Lyle fixed hinge, Effrain fixed welding
                c. Fence damage: Holes in fence slats aren’t new.  Cross beam on one panel is cracked, but usable.  Possible culprit- kids now that school is back in session or people that Prince household reported seeing walking the streets at 2 am.  Board voted to wait to replace anything until it is so damaged it can’t be replaced/repaired anymore.   Board wonders if people are entering the neighborhood through the walking gates because they aren’t getting closed/locked.  Board votes to install Kan’t Slam hinges on both walking gates.  Jason to contact Lyle to complete the work.
                d. Street light near East park/Brown residence flashing.  Stuart to get a new bulb to see if that will fix the problem before calling electrician.

Message from the Board
Here we are in September.  The kids are back in school and the weather is starting to cool down.  We hope that you all enjoyed your summer!
We as a board would like to thank everyone that attended our second annual pancake breakfast in June and also for those who helped with the neighborhood cleanup.
We would also like to thank those who helped with installing the basketball hoop in the south park.  We hope that all community members will enjoy this addition.
Please let us know if you have any questions or concerns by sending us an email at copper.valley.hoa@gmail.com or come to an HOA meeting to speak with us directly.  We meet the 2nd Tuesday of each month at 7:30 pm.  Contact a member of the board to know which home it is being held at. 

Community Survey
Thank you to everyone that participated with our community survey.  We as a board wanted to get a better feel for how we are doing and what might be the concerns of our neighbors.
After reviewing the results, we wanted to respond to some of the questions that we received. 
We have a print out of our budget at each meeting.  If you would like to see a copy of the budget, which includes a breakdown of where your HOA dues are going, you can also send an email to Jason requesting a digital copy. 
Our dues are used for the landscaping in the summer and snow removal in the winter, electricity, water, gate maintenance, and management, just to name a few. 
We have also set up a long term savings account for a reserve fund.  This is to be used to repair or replace things such as the road, park equipment, the fence, and others.  This information can also be requested by contacting Jason.
Because the reserve fund was not established when our HOA dues were first put in place, we had to raise dues this year and they will be raised again to $70 in January 2015.  This was not something we were happy to do as a board but it was necessary to ensure we are ready for any future expenses. 
Thank you again to all who participated!  We welcome comments anytime.  If you have any other questions, you can email the board or come ask us at our next board meeting. 

Neighborhood Updates
Watch for an email later this month for the new gate code.  It will go into effect October 1st
Along with keeping our yards looking nice, we would like to encourage homeowners to spray the weeds between the curbing and road for your lot. 
If you see any issues with the gates, please contact a member of the board right away so we can take care of the problem before it creates any damage to the gates.  You can either call or email.

Be Water Wise
We can all do our part to help conserve water.  Magna Water now has the pumps for the secondary water going 24/7.  However, it is recommended that you DO NOT water between 8am – 8pm. 

Slow the Flow recommendations for watering
After Mother’s Day water once every 5 days.
After Father’s Day water once every 3 days.
After Labor Day water once every 5 days.
After Columbus Day water only as needed.

For pop up sprinklers water for 25 minutes and rotating sprinklers water for 45 minutes.

You can contact Magna Water with any questions by calling 801-250-2118.  You can also stop by their office between the hours of 8am – 6pm Monday through Thursday and obtain a copy of the new 2014 rate schedule.  They are also posted online at www.magnawater.com.

Fall Yard Maintenance Tips

1. Keep watering and mowing your lawn as needed.  Cut your lawn a little shorter on your last two cuttings.  Don’t forget to clear out your sprinkler line & then shut off your secondary water line to prevent your pipes freezing during the winter.
2. Aerate the soil.  Fall is an excellent time to aerate so oxygen, water, and fertilizer can reach the roots.
3. Rake the leaves.  Don’t wait for a big pile that will suffocate the grass.
4. Fertilize for Future Growth.  This helps your roots grow deep.
5. Fill in Bald Spots.
6. Weed Control.

Discussion Items:
a. Follow up on weeds/landscaping: have seen great improvement throughout neighborhood.  Still some lots that need to be completed.  Jason to send reminder letters that homeowners need to also keep down the weeds along their fence on the road side.
b. Follow up on gates: Michelle passed out gate keys and a how to picture guide to each board member on how to shut down the gates if needed (with the gates open).
c. Weed between curb and road.  Each homeowner should be taking care of this.  Will include a section in the newsletter.
d. Newsletter for September: reviewed items from the community survey that should be included in the newsletter.
e. HOA board elections: they will be held in April in conjunction with the annual board meeting.  Interested candidates to email the board or Jason and then ballots to be sent out prior to meeting.

Minutes for July 8, 2014 Meeting

Budget
a. Financial Report: we are doing well with our finances.
b. Fence bid: $2000 to replace metal fence around gates.  Alisha motioned that Jason ask Efrain if we can have price set in place until March 1st to have the fence replaced.  Stuart seconds.  Passes unanimous.
Efrain responded that he would honor the price. 

Discussion Items
a. Follow up on weeds/landscaping: Jason will send out fines to households that are not in compliance with their previous warnings.  One household had asked for extension on landscape completion until July 15.  Michelle will follow up with them to see if they have it completed.  Stuart to check on households who have told him they have sprayed their weeds in the next week or two.  Jason to send landscapers to household with yard full of weeds to cut them down.  That household will be billed for the work completed (CC&R 2.9).
b. Households with more than 2 pets: wait for an official complaint from a community member
c. Community survey results.  Only 8 households responded to survey.  Mostly all positive.  Will review more at next meeting and decide what information we can put in the quarterly newsletter based on their feedback.
d. Neighborhood Complaints.  Bernice has been handling some complaints with a few neighbors.  She has explained that if they want to address the board about issues they need to come to our board meeting. 
Gates have been making a weird sound from time to time.  Stuart is going to try to figure out what is causing it.  He has extra fuses for when they go out. 
Basketball Hoop to be installed Thursday night at 7:30 pm.  Bernice will have the auger.  Michelle is organizing and will find out what men could be available to help and also purchase the cement.
Alisha suggested taking down deaf child sign at entrances now that family that applied to has moved.  Majority of the board felt it wasn’t a problem just leaving it up. 
Michelle to make one more copy of the gate key so each board member will have one.  Also will be giving a print out of what to do.

Financial Report: we are on track with our savings.  An unusually high amount of past due HOA dues.

Discussion Items
a. Assignments for breakfast

b. Update on gates - gates are completed.  Jason to pay the second half ($2000) now.  No charge to fix the hinges.  Stuart asked for bid to have metal fences painted as well.
c. Weeds: discussion about neighbors who have weeds still in their yards that now need to be fined. Will be sending out letters to neighbors that have just mowed down weeds that they need to spray for them and also neighbors that need to better maintain yard.  Deadline of July 7th.  If not completed, board will have landscape company take care of it and the bill will be sent to the homeowner. Fine letter to be sent to homeowner that has continued to be a problem over the years. 
d. RV's and Trailers: send warnings to those that haven't had previously.  Fine letters have already been sent to those that received previous warning letter. 
e. Dogs: Bernice suggests that we leave dog barking problems right now as a county issue.  Have homeowners contact the county with their complaints.
f. CC&R's: Bernice is suggesting that we send out a survey to see how the neighbors feel about how the board is working and also if there are any of the CC&R’s that they would like to have changed.  Put in disclaimer that it doesn’t mean that we will change anything, just want to get an idea.  She will come up with the survey to send out to board for OK.  Jason can then send out to community. 
g. Bird damage: HOA does not maintain homes and so each homeowner needs to take care of the mud nests. Jason said that when the problem happened in his neighborhood, he scared away birds with a hose.  His neighbor just allowed the nests to be built and about 2 months later they fell off and there was no damage done to the home. 
f. A community member asked for a waiver because landscaper didn't come.  Jason to tell him that he needs to put that back on the landscaper.
g. No response from letter to neighbor with incomplete lawn.  Will continue to be fined until yard is completed.

Message from the Board
It’s June and hopefully the warm weather is here to stay.  With the warm weather come children playing outside and a few items that should be addressed.
It has been observed, while some community members have been driving, children either running out or riding their bikes in front of a car trying to carefully pass.   Parents, please teach your children to look for cars.  No matter how carefully one is driving there is nothing that can be done if a child rides or runs right in front of you.  Those of us driving need to please drive slowly and keep watch for children.
One other aspect of children out playing is that some have been breaking off branches from the trees in the parks.  These are not children from outside our neighborhood but children that live here that are doing most of this damage.  Parents please teach your children to respect other’s property and if it isn’t in your very own yard they are to leave it alone.  Some children have been picking unripe fruit from neighbor’s trees and breaking off branches of trees in the parks.  We need to make sure that we are all caring for our neighborhood and teaching our children to respect and care for our neighborhood as well.
We have a great place to live and let’s do all that we can to keep it safe and cared for.

Neighborhood Updates
We have had a new electrician come look at our street lights that have not been working along the south end of the neighborhood.  He believes there is a nick in the line somewhere since the wire was just buried rather than in conduit.  This would cause them to short anytime it gets wet.  We are hopeful that we will be able to determine if this is the cause and have it repaired. 
 Now that the weather is warmer, we are now asking the company that took care of repairing the actual gates to come and paint those to help prevent further rust.

Exiting the neighborhood
When exiting through the west gates, be aware that the sensor for this gate had been moved back further to allow more time for the gates to open from when the vehicle drives over it.  This sensor is back by the fence located on the north side of the road.  
We encourage homeowners to not pull up to the mailboxes while exiting.  However, if you choose to, you will need to back up further in order to have the gate open for you to leave the neighborhood.

2nd Annual Neighborhood Pancake Breakfast and Cleanup
Saturday, June 21st, 9:00 am at the South Pavilion
Bring a chair or blanket to sit on along with your appetite and enjoy getting to know the neighbors in our community!
Following the breakfast, we will be doing a cleanup of the parks as well as install the new basketball hoop!

Minutes for May 13, 2014 Meeting

-go through paper products at Stuart's to see what we may need

-Camp stoves: Stuart and Alisha + griddles

2. Budget
a. Finance Report – currently have a positive cash flow, past due HOA dues (more than normal)
b. Asphalt bids – Jason explained the 4 bids and the difference in material used.  Recommended we wait until next year to do.  Allow money to build up in savings.  If we do now, it would wipe out all that we have saved. 
Alisha met with new electrician to look at street lights.  Everything is working correctly.  They think there is a nick in the wire somewhere and it shorts when it gets wet.  Line was buried, no conduit.  Will need to keep an eye on them to see when they stop coming on and call him to come back out.  Possibly have them come with tracer to find where the problem is.

3. Discussion Items – comments from community meeting
a. Cost to add springs to man gates.  Buchanan quoted us $695 for both gates to add “kant-slam” gate closers.  Have Stuart as Jesse Watts for a bid.
b. Move tree by west gate.  Jeff Barbee will try trimming the tree first to see if he can get it to grow away from the man gate.  If not, he will remove and can kill off root.  Not worth trying to move.
c. Gates painted.  Jason to contact now that weather has warmed up.  Will not pay until job is completed.  Previously quoted $2000.
d. Reflectors on gates.  Will look into doing after gates have been painted.
e. Pin pad back light (switch from blue).  Received a bid to change out the light.  Not worth the cost to change to another color.
f. Spray for bugs.  Bid from Jason Brixey.  $375 granular or $575 spray.  Have Stuart or Jeanine check to see if they feel there is a big enough problem to warrant.  There will always be bugs outside.
g. Spray paint over west exit sensor.  Don’t want to paint on road.  Add a reminder in newsletter about sensor being further back by Stuart’s fence.
h. Gates close quicker.  Buchanan said that is an easy adjustment.  Find out if Stuart had a chance to talk to Jesse Watts about doing it ourselves.
i. No soliciting sign.  Jason will order a small sign to put under the no trespassing signs.
j. Extra salt in winter by south gate.  Will discuss further when weather is colder.  Jason suggested getting a 55 gal bucket full of salt and with some sort of scoop.  Community members could then put some extra salt down as needed. 
k. Location for basketball hoop.  South parking lot on west side of parking lot.  Have hoop shipped to Bernice’s home.
l. Cost for supplies and equipment to install basketball hoop? Bernice has access to an auger.  Buy cement at Lowes.  Wait until we receive hoop for instructions.  Have men help install day of neighborhood breakfast. 

4. Discussion Items – other items not from meeting
a. Sprinklers in park – Jason will contact to have heads moved to spray only on grass and not on road. Also adjust the time to earlier in the morning so they aren’t on after pump has been turned off.
b. Send separate mailed notice to homes that will be affected by yard fine?  Jason will send letters to board members for those that had been given a previous reminder.  Board to determine which ones will need a follow up letter that have not completed their yards yet.  Will discuss yards with weeds at next meeting. 
c. Newsletter information for June – Jeanine has “message from the board” 
- June breakfast, clean up, basketball hoop install
-Neighborhood update on street lights and gates to be painted.
-Reminder about where sensor is in road to exit west gates.

Other items discussed: trash cans to be purchased for each park.  Bernice to purchase at Lowes.  Will also need chain, bags, way to bolt on chain. 
Homeowners still have trailers not behind fence.  Two households were sent letter back in February with a deadline of May 15th to either put up a fence or to remove from property.  A third household now has a trailer not behind a fence.

        -Wasatch to deliver garbage containers April 25th
        -Problem with clean up after pets in yards, common areas, mail box
        -Neighborhood cleanup and breakfast - sometime in June on a Saturday
        -Please encourage kids to clean up after themselves at park
        -Complaint about cigarette butts in yards
b. Safety within neighborhood
-When exiting neighborhood on west side, you have to slowly pull up directly in line with exiting gate.  Prefer everyone not pull up to the mail box exiting the neighborhood because you then have to back up all the way by Stuart's fence.  Suggestion to spray paint over sensor so everyone gets to know where it is. 
-Suggestion to put down extra salt in front of south gates to help with traction.
-Question about having the gates close quicker because of people getting in that shouldn't be.  Also asked if we can have a no soliciting sign.  
-Lock vehicles & garage doors closed to help protect your property.  We have had problems even with the gates closed.  Neighbor had heard someone trying to open their house door in the middle of the night.
-Drive safely and watch out for kids.
-Use the parking lots when you have visitors so easier for those driving through neighborhood.
c. Yards still needing to be completed
-Deadline for all incomplete yards is June 1st.  Front and back yards must be completed.  There has to be a sprinkler system. 
-Question about allowed height on fences that share front yard of other home.  Only 6' fence is allowed.  Please submit an application for approval before you install.
-Please keep yards free of weeds and maintained. 
d. Basketball hoop for south parking lot
- about $1000, less than $800 if we do the work ourselves.  
- Vote for hoop passed by majority 
- Board to later discuss location

Greetings from the board. We hope you had a safe winter and an enjoyable holiday season. We were pleased with our new snow removal company and received positive feedback from several residents. We have hired them for our lawn care this summer also. Thank you for your efforts to limit on street parking this winter. We hope you will continue to use your garage and driveway for parking your vehicles this summer to help keep the streets open. Don’t forget to be mindful of the kids that will be playing outside as the temperature increases when driving through the neighborhood. We look forward to seeing you at our annual HOA neighborhood meeting next month. As always, we welcome questions or suggestions via email anytime.

Community Meeting
We will be holding our annual community meeting on April 10th at 7:00 pm at the Magna Library. 

If you have anything that you would like to have the board address, please email us at copper.valley.hoa@gmail.com
prior to the meeting.

We will also be announcing the new code for the gates.

Yards needing to be completed
Now that the weather is warming up, we would like to remind all community members that unfinished yards need to be completed by June 1st.

Also, anyone with trailers, RV’s, etc.  They need to be parked behind a fence on your property.  It is against HOA policy to have them parked in your driveway, on the street, in the parking lots, or on your lot without a fence.  If you do not have a fence, you will need to store them somewhere other than within the community.

Exiting the neighborhood
Now that our gates are closed, it is a good reminder for all of us that we need to exit the community with a little more caution. 
When pulling up to the gates, do so slowly.  It takes a little time for the pads under the pavement to communicate to the gates you are there.  This will help prevent any possible damage to the gates.  Please also share this with your guests.

2014 HOA Meetings
We continue to meet the second Tuesday of each month for our monthly HOA board meetings at 7:30 pm.  We post each month’s agenda and meeting minutes on our community blog.

Neighborhood Cleanup
We would like to encourage everyone to participate in a neighborhood cleanup in conjunction with our neighborhood breakfast that will be held this summer. 

In addition, we’d like to encourage everyone to clean up their own yards including the gutters in front of your home and along the side for those on corner lots.

Clean up after your pets
As a reminder, it is your responsibility to clean up after your pets.  This also includes within your own yard.  We have had complaints of yards full of dog waste and this is neither sanitary nor pleasant to see.  Please clean up after your dogs in a timely manner.

Visitor Parking
When you are having multiple guests come to visit for a party or other type of get together, please ask them to park in one of the two parking lots. This will allow for traffic to continue to move freely within our community.

Please Lock Your Vehicles
Unfortunately, even with the gates being closed, we have still had a few vehicles broken into.  We would like to remind you to please lock your vehicles and not leave anything of great value or worth in them. 

Also, if you see anything, please report it to the police immediately.  It is also helpful for the board if we are made aware but it is not necessary.

Weed Killer “Recipe”
½ gallon Apple Cider Vinegar
¼ cup table salt
½ tsp Dawn liquid dish soap

Mix together in spray bottle and spray weeds thoroughly. 

Safe for use in yards used by children and pets.

Minutes for March 11, 2014 Meeting

Copper Valley HOA Board Meeting
March 11, 2014

In attendance: Bernice, Jeanine, Alisha, Jason, Michelle, Stuart

1. Calendar Items
a. Next meeting is community meeting. At Magna library April 10 at 7:00 pm. Board arrive early to set up chairs and have a quick meeting.

2. Budget
a. Finance Report - will do a recurring transfer to reserves $825 per month.
b. Update on gate payment. Board members sign document
c. Tax preparation. Has to be filed March 15th. Should be completed and prefer if Stuart signs. Jason could sign if needed.
d. Landscape bid. Jason has been given go ahead.

3. Discussion Items
a. Gate issues - Jesse Watts was able to get them back up and running. He is also going to try to adjust the time for the time change. Have Jason contact Lyle to find out what is under warranty. Also talk to him about the mag lock on the west man gate.
b. Communication - letters from attorney to homeowners that have not paid their fines.
c. Homeowner complaints:
-Pet waste reminder to homeowners and also courtesy parking on street letter.
-Complaints sent to board, not just told to a board member. (Email or letter) - Homeowners need to speak for themselves. If complaint is given to board member, that member must ask them to send it to our board email.
d. Trailer parked in driveway - do things on case by case basis. If we see issues, send an email to the rest of the board and we can decide what needs to be completed.
e. Tree support sticks in park: ask if Jason can haul off when he does the cleanup.
f. Community meeting
- Give everyone deadline of June 1st to complete all yards
- Neighborhood cleanup day & breakfast
- New gate code
- Ask how often they would like the code changed.
- How do they like the times that the gates are open in morning and evening?
- Review items in newsletter
- Thank Jesse at meeting for his work that he has done with the gate
- Complaints to be emailed to board
- Drive carefully
- Still interest in getting basketball hoop?

e. Newsletter:
