Copper Valley HOA Meeting Minutes
Annual Community Meeting
April 7, 2015

Board members in attendance: Stuart, Bernice, Michelle, Jeanine, Alisha, Jason
Meeting start time: 7:10 pm

Welcome and Comments from HOA Board
Comment from community member about light by south gate not working again. Jason to contact electrician. 

Comment from community member about speed limit not being followed.  Board cannot control and would love all community members and their guests to follow the posted speed limit.
Bernice mentioned to email board if ever notice gates aren't working properly
Stuart asked if everyone still ok with time that gates are opened in the morning and evening.  Everyone agreed times are still good. 
New gate code will be changed on April 12th
Stuart said he is available to continue to help with gates if new board wants him to.
Community member asked if gates were repainted.  The gates were but the metal fence surrounding gates needs to be completely replace.
Community member asked about greasing the gates.  It does happen and board is aware of the squeeking noise it makes.
Community member asked about new address for HOA dues.  Jason asked if anyone is currently having a problem and asked them to meet with him after. 
Community member asked about frustration with dogs not on leashes.  Board strongly encourages dog owners to be responsible and keep their dogs on a leash and to clean up after them. 
Question about what is time period when new homeowner moves in and yard is in bad shape and needs to be improved.  Board agreed that there would be time given to get yard back in shape.  Homeowner just needs to communicate with board.
Jeanine mentioned about garbage cans needing to be on the side of the house
Stuart mentioned that satellites should be on the back of the home and reminder that fences need to be 6 foot and tan.

Review HOA Financial Position 2014/2015
     Review Reserve Study and 2015 Budget


Function of the association: to maintain roads, gates, lights, parks.  Enforce CC&R's.  State law requires that reserve study is done and then create a fund so that there is money to pay for replacements.  Associations should be responsible and create a long term savings account to keep things running and not have to pay a huge assessment fee when a need arises.

Currently association has liens on 4 homes.
Financial report for 2014: reviewed moneys in and out in 2014.  Any homeowners not in attendance that would like a copy can email the board.
Financial report for 2015: Doing good for the year so far.  Break down of fee structure.

Breakdown of reserve study recommendation.  Every association has to have a reserve account but how much is saved is up to the board.  Also included is short breakdown of what the reserve would pay money for and when it should be completed.  Full report can be requested from Jason by emailing the board.

Question about if fire hydrants are being checked.  Fire department checked them last year.

Discussion of Community CC&R Requirements (fence, yard, satellites)
