Welcome to the Copper Valley HOA blog.  The HOA board plans to use this website as a way to communicate the neighborhood newsletter, our meeting agendas and minutes, and community announcements.  You may comment or ask questions to each post as desired, but please remember to keep it polite.  You can receive an email anytime new info is posted to this website.  Just submit your email in the box labeled "Follow by Email" on the right hand column.

Minutes for April 9, 2013 Meeting

HOA Board meeting
April 9, 2013 7:30 pm 

In attendance: Stuart Lawrence, Michelle Taylor, Jeanine Brown, Bernice Allen, Jason Sucher, Alisha Cartier

1. TJ (not able to attend) - reschedule to meet with him. Next week after 4:05 pm on Monday, Wednesday, Thursday

2. Budget
Finance Report - Looking good. Currently have a positive cash flow.
Reserve Study - in process. $550. Should have report in next few weeks.
Comcast - take about 45 days after they sign to get us the money. 60-90 days (expected)

3. Summary of Visit with Sean from All Seasons

Board very impressed with Sean

Rock areas will be sprayed for weed, all grass clippings to be bagged, all garage will be cleaned up and taken away, clean around trees and then treat, clean out around drains best they can (bolted down), clean curbs around park areas, round up weekly, will put a pre-emergent down first, hand mow on hills, will aerate after clean up

4. CC&R Review
Fining Schedule does not have to be in the CC&R’s. Create a board resolution and publish to community. Made by rule, not amendment
One written warning, $50, $100, $150, Board discretion.

Jason to send information to board.

Parking on streets recommended amendment –No parking on streets Midnight to 6:00 am.  Guests would need to park in parking lot or in driveway.

Tow truck would tow if they come to drive around neighborhood.

To amend, you have to have 75% of the neighborhood to vote in favor. Must be done in 60 days. Give 30 days and then can get a signature door to door if they don't mail it back in that time period.

Parking lots recommended amendment - no commercial parking, residence parking for only 2 days out of the month. Use parking lots for visitors.

Jason has list of neighbors that need to have letters sent of out of compliance issues

5. Communications
Jason to be first responder to all emails. 
Any communication sent out to community from board to be approved by all board members

6. Newsletter
Include reference to CC&R and include verbiage for dogs.  Required to be on a leash or tethered if they are not in the owners car, house, or in a fenced in yard.
Information from Sean regarding fertilizing for interested homeowners. Don't include prices - neighborhood rate
Shared green space - encourage children to leave rocks in center and to leave the park area looking nicer than you found it
Be mindful of where the fire hydrants are and do not park in front of them.  Utah law is 15 feet.
Include street names on neighborhood map

Survey to feel out neighborhood for possible amendments

7. Discussion items
Create snow contract later in the year
Front yards of new homeowners - Jason to send out friendly letters to remind them they have one year to put in their lawns (side and back).
Garbage cans – possible amendment to have up against the side of the house
Street lights - Stuart has replaced and is willing to continue to do so

Message from the Board
Happy spring from your Homeowners Association Board!  We are very excited for this first year as a board and look forward to serving our community.  We will be sending out a community newsletter once a quarter to keep everyone up to date on what is going on in your neighborhood.  We are holding monthly board meetings on the second Tuesday of every month.  These meetings are open to the public.  If you would like to be a part of the agenda, please send in your request to our email: copper.valley.hoa@gmail.com by the Friday before the meeting to be considered.  If there are any questions, Stuart will contact you.  

New Landscape Company
We have contracted with a new company this year to take care of our landscaping needs.  We as a board met with Sean from All Seasons and are very excited to have him and his team working within our community.  He wants to make sure his guys do the best job possible so if you see anything that may need a little extra attention, please let the board know.   

Also, for any interested homeowners, Sean is giving us a great neighborhood rate for both aeration and fertilizing (weed and feed) for our own yards.   If you would like to contact Sean for more information about what he has to offer, give him a call at 801-676-6429 to find out the great prices and to schedule an appointment. 

Parks
We are very fortunate to have open park areas that we can all enjoy!  Let’s do our best to keep them looking great and to always leave them looking better than we found them.  Please encourage your children to not play with the rocks found at the bottom of the retention pond areas.  This creates a problem for the landscapers and it just doesn’t look good having them scattered everywhere.   

Parking near fire hydrants
We would like to remind everyone that we have several fire hydrants located within our community. The law states no parking within 15 feet of a fire hydrant.  Please be aware of where you are parking and to obey this law. 

Neighborhood Pets
Article 2.6 of our neighborhood CC&R’s states: No animals, livestock, or poultry of any kind shall be raised, bred or kept on any Lot, except as follows: dogs, cats or other household pets may be kept so long as they are not kept, bred or maintained for any commercial purpose and are restricted to the owner’s control: and, no more than two such household pets of over six months of age shall be kept on any Lot.  “Control” for the above purposes shall mean on a leash or lead, within a vehicle, within the residence of the owner, or within the fenced confines on the Lot.  Fierce, dangerous or vicious animals, or animals that cause a nuisance by barking or other offensive activity, as determined in the reasonable judgment of the Board of the Association, shall not be permitted. 

Simply put, a dog must be on a leash or lead unless they are in your vehicle, house, or fenced in back yard.  Also, we as a board have determined that other offensive activity includes dogs pooping on the lawns of those they don’t belong to.  If you take your dog on a walk or to the park, you must clean up after your dog. We have received several complaints and will be enforcing regardless of the size or nature of the dog. 

Proposed Amendments to CC&R’s
We as a board have reviewed our community’s CC&R’s in regards to parking, the parking lots, as well as placement of garbage cans.  In order to make any amendments, a vote must be taken and there must be at least 75% of the community voting in favor of the change.  Before we send out any ballots, we would like to see how our neighbors feel about our recommendation to amend the following. 

Parking on streets: Add no parking on streets between the hours of 12:00 am (midnight) to 6:00 am.   

Parking lots: No commercial parking as well as allowing homeowners to use the parking lots for their personal vehicles only 2 days out of the month.   

Garbage cans: To allow garbage cans on the side of the house without being screened but still no cans to be kept along the front of the house.   

We have created a poll on our community website (www.coppervalleyhoa.blogspot.com) for you to give us your response to each possible amendment.  Voting will be closed May 10th, prior to our next HOA board meeting.
