Minutes for April 9, 2013 Meeting

HOA Board meeting
April 9, 2013 7:30 pm 

In attendance: Stuart Lawrence, Michelle Taylor, Jeanine Brown, Bernice Allen, Jason Sucher, Alisha Cartier

1. TJ (not able to attend) - reschedule to meet with him. Next week after 4:05 pm on Monday, Wednesday, Thursday

2. Budget
Finance Report - Looking good. Currently have a positive cash flow.
Reserve Study - in process. $550. Should have report in next few weeks.
Comcast - take about 45 days after they sign to get us the money. 60-90 days (expected)

3. Summary of Visit with Sean from All Seasons

Board very impressed with Sean

Rock areas will be sprayed for weed, all grass clippings to be bagged, all garage will be cleaned up and taken away, clean around trees and then treat, clean out around drains best they can (bolted down), clean curbs around park areas, round up weekly, will put a pre-emergent down first, hand mow on hills, will aerate after clean up

4. CC&R Review
Fining Schedule does not have to be in the CC&R’s. Create a board resolution and publish to community. Made by rule, not amendment
One written warning, $50, $100, $150, Board discretion.

Jason to send information to board.

Parking on streets recommended amendment –No parking on streets Midnight to 6:00 am.  Guests would need to park in parking lot or in driveway.

Tow truck would tow if they come to drive around neighborhood.

To amend, you have to have 75% of the neighborhood to vote in favor. Must be done in 60 days. Give 30 days and then can get a signature door to door if they don't mail it back in that time period.

Parking lots recommended amendment - no commercial parking, residence parking for only 2 days out of the month. Use parking lots for visitors.

Jason has list of neighbors that need to have letters sent of out of compliance issues

5. Communications
Jason to be first responder to all emails. 
Any communication sent out to community from board to be approved by all board members

6. Newsletter
Include reference to CC&R and include verbiage for dogs.  Required to be on a leash or tethered if they are not in the owners car, house, or in a fenced in yard.
Information from Sean regarding fertilizing for interested homeowners. Don't include prices - neighborhood rate
Shared green space - encourage children to leave rocks in center and to leave the park area looking nicer than you found it
Be mindful of where the fire hydrants are and do not park in front of them.  Utah law is 15 feet.
Include street names on neighborhood map

Survey to feel out neighborhood for possible amendments

7. Discussion items
Create snow contract later in the year
Front yards of new homeowners - Jason to send out friendly letters to remind them they have one year to put in their lawns (side and back).
Garbage cans – possible amendment to have up against the side of the house
Street lights - Stuart has replaced and is willing to continue to do so
