Minutes for January 14, 2014 Meeting

Copper Valley HOA Board Meeting

January 14, 2014
In attendance: Stuart, Bernice, Michelle, Jeanine, Alisha, Jason

1. Calendar items:
a. next board meeting February 11th at Jeanine's house
b. Proposed rotation schedule for upcoming meetings
i. March: Stuart
ii. April: Library
iii. May: Bernice
iv. June: Alisha
v. July: Michelle

2. Budget:
a. financial report - currently funds are low because it took all in savings to pay for gate repairs.
For those behind on dues, can set up payment plans if can't pay all at once. When lien is put on then they will have to pay an attorney fee that is at least $325.
b. Fine payments
Homeowner requesting a waiver on his fine. Dog is no longer here. He isn't working. Feels that fine should be waived because his dog has been put down.
Jeanine motions that we waive the rest of the fine. Bernice seconds. Vote passes unanimous.

Bernice asked Jason for a list of those we have fined and that are still outstanding.

3. Discussion Items
a. Gates - Brian (Bach) and Troy (Fieldstone) are offering $6000 total between the both of them. Troy has been communicating with Brian and Sean to help get something worked out. Everyone disappointed with Bach but agree to accept money and be done with trying to negotiate more with them. Troy and Brian did not attend meeting.  Troy called in during meeting and spoke with Jason.
Stuart motions to accept $6000. Jeanine seconds. Vote passes unanimous.
Jason will go back to them to draft the waiver that they want us as a board to sign to release them from all future things gate related.
b. Fence panels - panels are being kicked out at end of Molybdenum. Jeanine suggested we have all of the panels screwed in. Jason said that solved the problem in other communities. Stuart will take care of it, just not sure when.  Also small section north of East park.
c. Snow plow - everyone make a note when they come out. Email group email if there are any problems we see so there is a record and Stuart will contact the plow company directly, rather than have Jason be a middle man between us and the company.
d. Animal Complaints - dog outside barking. Neighbors are complaining. An official letter will need to be sent to be consistent with how we have been doing everything in the neighborhood.
e. Email responses from HOA board members - we need to not act alone on issues. Let Jason be first point of contact. If we need to assign someone to talk to them, it should be a board decision. Continue communicating through email but if things can wait until board meeting, allow discussion to wait until then.

f. Discussed homeowner with broken down vehicles in driveway.  Inoperable vehicles are against CC&R’s.  Our CC&R’s allow for them to be kept behind fence.  Board requests to have a warning letter sent informing homeowner they need to be moved as soon as possible. 

Bernice motions to adjourn. Alisha seconds.
